EMSTARS Security

System security is a vital part of any information system.  But when you plan to collect confidential patient information, plus agency performance information, you really raise the stakes.  Our project team is up to the challenge.

At the 2006 January Advisory Council meetings, the community asked for a letter from the Secretary stating how information will be protected.  We delivered this letter at the 2006 July Advisory Council meetings.

EMSTARS Security Plan

User Security Policy

As illustrated in the EMSTARS Security Plan, we will provide for the utmost consideration of all security issues throughout the EMSTARS project.  Because the EMSTARS application is Web-based, the main security considerations are derived from its accessibility by means of the Internet.  Security is designed to minimize the risk of threats to data or application accessibility by ensuring that the following conditions are true:

  • Data is complete:  No data is lost through malicious attacks, which may come from outside or from within the external boundary of the application
  • Data is accurate:  No data has been corrupted or otherwise changed
  • Data is accessible:  Authorized users can access the data in a timely and useful manner
  • No unauthorized access:  Only recognized users can access and manipulate/view data, by using the mechanisms that they are authorized to use

The EMSTARS Security Plan was approved by Bureau and Division staff, the Chairman of the Data Committee, and DOH Information Technology in September 2006.  This document describes how security will be implemented for the EMSTARS application and is meant to provide information to the Florida EMS community, provider agency Key Users, provider agency management, and DOH technical staff.
